It’s been almost four months since the initiation of the AD717 anti-dumping case against hardwood plywood from China. Here are some of PTIA’s recent actions:

The PTIA requested five exclusions from the product scope targeted in the anti-dumping investigation, citing insufficient supply volumes in the European market as the primary justification. In response, the Greenwood Consortium contended that the Chinese-made plywood products included in the PTIA’s exclusion requests are fully interchangeable with European-made birch or poplar plywood, disregarding their distinct product specifications and applications. On January 15th, the PTIA countered with a rebuttal, emphasizing the importance of making fair and accurate comparisons by evaluating like-for-like products.

Due to the lack of cooperation from two Chinese factories, the EU Commission announced on January 21st its decision to not sample more Chinese producers and to apply Article 18 for determining dumping. The PTIA submitted comments on January 31st on the announcement, stating that the initial sample was unrepresentative and deficient. Unlike EU producers and importers, each with three samples, only two samples were selected from roughly 120 Chinese producers. The EU samples covered around 30-40% of production/imports, while the Chinese samples represented less than 10%. PTIA highlighted various procedural flaws and contended there is still time to revise the sample. PTIA proposed adding more producers to achieve a representative sample and requested the Commission to reconsider its decision to avoid exorbitantly high import duties.
